The latter has been directed to hand

the case over to the person for whom it is intended

only if he is convinced that there is no intention

of committing a breach of the prohibition of the

exportation of arms to China with its contents.

I shall be obliged if Your Excellency will

cause the necessary instructions in regard to this

matter to be sent to British authorities at Hong

Kong.
